To be clear, the music is copyrighted, the lyrics (if any) are copyrighted, the combined music and lyrics are copyrighted and any sound recording made of a performance of the music is copyrighted. There is, simply put, no recent music that is not copyrighted. All music composed or recorded in the USA after 1989 is automatically copyrighted from the moment it is created.
What you may be looking for is a copyright LICENSE to publish (upload) someone else's copyrighted music. These can be obtained from various copyright clearance agencies. You may also find some (limited number of) sound recordings for which the copyright owner has "donated" his or her ownership to the public domain, such as by issuing a Creative Commons License for "attribution" only, meaning anyone can use it for anything, as long as they say who the correct author is.
